The Macedonian authorities use very heavy-handed methods to crush criticism and investigations into political corruption. Free expression is under increasing threat. More than half of Macedonia’s citizens are scared to openly express their opinions. Journalists are pushed into self-censorship fearing that telephones and emails are monitored. The case known as ‘Likvidacija’, Macedonian for ‘Annihilation’ gives a breathtaking example of power abuse as on May 2013 the investigating journalist Tomislav Kezharovski (1965) is arrested by special forces and sued for an article he wrote in 2008. Despite the absence of any evidence that he violated any law, Kezharovski was sentenced to four and a half years in prison. After spending five months in jail, in cramped and unsanitary conditions, and without access to medical treatment, he was released into house arrest pending the outcome of his appeal. As in January 2015 his sentence was reduced to two years, he was arrested again to serve the remaining five months. Widespread domestic and international protests, by hundreds of journalists and activists led to Kezharovski’s release. This essay describes from experience about the lawlessness of the system and the unimaginable prison conditions in present Macedonia. A publication of the Eva Tas Foundation. Bisrat Woldemichael Handiso (1983) is an Ethiopian journalist who worked as an editor for different local newspapers. He was one of the founders of the Ethiopian Journalists Forum (EJF), an independent association made up of largely young journalists who advocate for greater press freedom in his country. In this function he ran trainig workshops and discussions on press freedom, visited journalist in prison and hospital and facilitated medical assistance for them. EJF was accused of being an illegal organisation associated with terrorism. Woldemichael Handiso was persecuted by the Ethiopian secret service and decided to save his life by fleeing to Nairobi, Kenya where he has received refugee status. This essay tells the sad story of the Ethiopian media which is faced – after a spell of press freedom and freedom of speech – with prosecutoin, often based on false accusations. The victims are brave journalists and media publishers who were detained or fled Ehtiopia, so that they can continue reporting about the government’s violation of human rights. The author’s main message is that a government which doesn’t respect media freedom, blocks a country’s development in the broadest sense of the term. A publication of the Eva Tas Foundation. From the 1980s on, a privatization of labour market-related risks has occurred in the OECD. Governments have cut the generosity of social programs and tightened eligibility rules, particularly for the unemployed. The book analyses these curtailments for eighteen countries over the course of four decades and provides an encompassing comparative assessment of the interactive impact of government ideology and economic pressure. It demonstrates that the economic worldviews of governments are the most important factor in explaining why cuts are implemented or not. While ideas of non-intervention in the market underlie cuts in generosity, ideas of equality and fairness are at the heart of stricter eligibility criteria. The book also shows that the impact of the economic pressures often held responsible for the marginalization of politics and government ideology is in fact conditional on the specific ideological configuration.

The integration of second-generation immigrants is a major challenge for European societies. Although born in the host societies, students of immigrant origin often have shorter and less successful educational careers than their native counterparts. Combining statistical and configurational methods, this book investigates whether and why, by the end of compulsory schooling, second-generation immigrants experience a disadvantage in reading, mathematics and science literacy. Migrant achievement penalties exist in all the 17 Western European countries analysed, but they are particularly large in countries where social inequalities in education are milder. This apparent paradox suggests that educational systems traditionally seen as egalitarian might not provide the best learning opportunities to students of immigrant origin. Even in comprehensive systems penalties can be large, if second-generation immigrants are segregated in low-quality schools; conversely, an early inclusion into the school system can contrast the emergence of severe achievement penalties, at least in post-war immigration countries.

Bloggers and cyberdissidents who dare to question the government’s legitimacy or domestic policies are ruthlessly suppressed. Political blogger Bui Thanh Hieu (1972) nevertheless uses the Internet to criticize politically hot topics, such as Vietnam’s territorial claims within China as well as its handling of land disputes with the Catholic Church. In response to this, Hieu was arrested, his computers confiscated. The license for his Internet café in Hanoi was revoked. Hieu persisted however: his blog was being read by up to 15,000 visitors per day. Because of his commitment, he was arrested and detained on numerous occasions. At the invitation of the city of Weimar, Germany, he was finally able to leave the country. There he finished Speaking in Silence. In this short story he laments, with humour and irony, the behaviour of civil servants of the special judicial, administrative and technological strike force, who control online information. This study seeks to understand how European integration works. It examines the gradual, unobtrusive changes that happen in the daily flurry of decision-making activity in the European Union (EU). Specifically, it identifies and explains occurrences of change in the EU’s police and justice cooperation. The study thereby captures the EU as an evolving polity where – in view of its institutionally dense environment – interests of a multitude of parties interacting on routine basis are more likely to intermesh, rather than compete. On the basis of three case studies, involving discourse analysis of policy documents and interviews with people from the professional field, the study seeks to capture instances where actors under given circumstances engage in deliberative discourse which induces them to shift or change their interests towards a common understanding that provides the basis for a policy outcome. The basic finding is that when arguments carry the day, negotiating parties are less inclined to take recourse to interstate or ‘intergovernmental’ tactics that would enable them to maximize their own national interests. One of the implications of the study’s findings is that we need to re-evaluate the generalisation that the EU is being mould and made only through interstate bargaining politics, even in policy areas where the paradigms of national statehood and sovereignty are well-established (such as justice and home affairs). It also means that the scope for member state action to shape EU policy on an individual basis is quite limited and that it is contingent on a wide variety of conditions operating at the day-to-day level of EU decision making.
